Visiting Information:
  • Saturdays or Sundays from 7:30am - 10:30 am ( First come first served system and visiting ends promptly at 10:30am)
  • Each detainee is allowed one 15 minute visit per weekend which means they only get 15 minutes no matter how many visitors show up.
  • All visitors must be 17 years old or accompanied by their parent
  • Visitors MUST HAVE A PHOTO IDENTIFICATION
  • ALL VISITORS MUST BE LISTED ON THE INMATES APPROVED VISITOR LIST.
  • All visiting are subject to recording or monitoring.
  • Lewd behavior or any behavior that disrupts the visiting process will be told to leave and will banned from visiting any inmate
Inmate Mail information:
  • All incoming and outgoing mail is subject to inspection
  • All letters must be address to the detainee at 122 West 3rd Street, Dixon, IL 61021
  • Mail must have a return address and name or it will be disposed of
  • Money orders made payable to the inmate must be mailed (cash can be deposited anytime via the KIOSK machine in vestibule)
  • The Lee County Jail does not deliver personal messages to inmates

    • Inmates can make collect calls to regular landlines
    • Inmates can make calls to cell phones who can pay instantly with a credit card or setting up an account with Securus
    • Inmates can use money from their personal jail account to make phone calls
    • All phone calls are subject to recording and monitoring

Misc Information:

Persons required to register as Sex Offenders are persons who have been charged with an offense listed in Illinois Compiled Statutes 730 ILCS 150/2(B) when such charge results in one of the following:

A conviction for the commission of the offense or attempt to commit the offense, A finding of not guilty by reason of insanity of committing the offense or attempting to commit the offense, or A finding not resulting in an acquittal at a hearing for the alleged commission or attempted commission of the offense.

The Sex Offender Registry was created in response to the Illinois Legislature's determination to facilitate access to publicly available information about persons convicted of sex offenses. The Lee County Police Department has not considered or assessed the specific risk of re-offense with regard to any individual prior to his or her inclusion on this Registry and has made no determination that any individual included in the Registry is currently dangerous. Individuals included on the Registry are included solely by virtue of their conviction record and Illinois state law. The primary purpose of providing this information is to make the information easily available and accessible, not to warn of any specific individuals. The individuals listed on this Registry are specifically registered sex offenders within the municipal limits of the City of Dixon.

Anyone who uses this information to commit a criminal act against another person is subject to criminal prosecution.

Lee County Probation and Court Services works under the office of the Chief Judge of the 15th Judicial Circuit. We strive to be an integral partner of a model justice system. We are dedicated to achieving justice by employing proven strategies to change offenders' values and beliefs, build their competency skills and hold them accountable.

Process After Sentence

After an adult offender is sentenced in court to probation, court supervision, or conditional discharge, they are to report to the probation department immediately unless they are incarcerated and then they are to report to the probation department immediately upon release from jail. If the adult offender is not currently on supervision or probation, an appointment with an intake officer will be scheduled to begin the intake process.
If the adult offender has been placed on probation, the intake process will consist of the intake officer meeting with the probationer for office visits to review the conditions of their order, review the rules while on probation, a risk and needs assessment, linkages to services and a home visit in the offender's place of residence. Once the intake process has been completed by the intake officer, the client's case will be assigned to a line officer who will monitor the offender's progress and meet with them during the term of their probation.

If the adult offender has been placed on court supervision or conditional discharge, the intake process will include a one-time appointment to review the conditions of their order and review the rules while on supervision or conditional discharge. Clients placed on court supervision and conditional discharge will not be seen face to face by a probation officer unless there are conditions requiring our department to monitor. The probation officer will monitor the case administratively and appear in court for compliance hearings with the offender.
If the offender is currently on probation, an appointment will be scheduled with their assigned officer.
Juvenile Court Process

After a juvenile is arrested by a police department, copies of the police report are forwarded to the State Attorney's office and probation department. If the juvenile is not currently on Probation or Court Supervision, the juvenile and parents/guardians will be mailed a Preliminary Conference Appointment and questionnaire.
At the Preliminary Conference Appointment, the Juvenile Intake Officer will gather information about the minor and family to prepare a Preliminary Conference Report for the State's Attorney. Once the report is completed and a copy is provided to the State's Attorney, the State's Attorney will decide whether the case is station adjusted, sent back to the probation department for a diversion program, or a juvenile court case is filed.
If a juvenile court case is filed, the juvenile and parents/guardians are mailed a first appearance court date. At the first appearance, the minor and parents are apprised of the charges and their rights. If the parents are unable to hire an attorney, a guardian ad litem is appointed to the juvenile and an appearance with counsel is set.
If the juvenile is found not guilty, the juvenile court case is closed and there is no juvenile record. If the juvenile is found guilty or pleads to the juvenile court case, he/she will be placed on Court Supervision or Probation. The juvenile and their parents/guardians will stop in the juvenile probation department prior to leaving the courthouse on the day he/she is placed on Court Supervision/Probation to fill out contact information. Then the juvenile's probation officer will mail the juvenile and their parents/guardians an appointment date and time. The parent/guardian must be present at the first appointment. The Court Order and all expectations will be explained at the first appointment.
Definitions

Probation- a period of time, determined by the Court, in which testing or observing of a client’s conduct and character is done to ensure that the client completes conditions of the Court Order. There is a conviction/adjudication on the client’s record.

Court Supervision- this is essentially the same as probation with the exception that if the client successfully completes the term ordered by the Court then there is no conviction/adjudication on the client’s record.

Conviction/Adjudication-There is an official record of the case and findings when a background check is conducted.

Preliminary Conference Appointment- an in-depth appointment in which a juvenile intake officer gathers information about the juvenile and family to identify risk and needs. No statement made during the conference about the offense may be admitted in a court proceeding against the minor prior to the minor being convicted. In addition, the minor will not be required to talk about the offense if s/he so desires.

Preliminary Conference Report-This is the completed report using the information gathered during the Preliminary conference Appointment. This is an objective report about the minor and family used to help identify risk and needs.

Station adjusted- This means that the case is closed and there is no official record in the juvenile’s background.

Diversion Program- This is an agreement between the probation department, juvenile and juvenile’s parents/guardians that the juvenile will complete certain conditions and stay out of trouble with the law for a period of time. If the juvenile successfully completes the conditions, the arrest charges are not filed with the Juvenile Court System therefore there is not a juvenile record.

First appearance Court Date- This is the first time that the minor and parents/guardians are to be in court on the alleged charges. The alleged charges and rights will be read to the juvenile and parents/guardians by the Judge. If the family cannot afford an attorney, an attorney will be appointed at this time.

Guardian ad litem- This is an attorney representing the juvenile.

Appearance with Counsel- This is the first time that the juvenile will be required in court with his/her attorney.
